A few days after being fired as Public Service Cabinet Secretary (CS), Justin Bedan Muturi is expected to get a hefty exit package.

    After sacking him from the Cabinet, President William Ruto downplayed Muturi's future, revealing that he would take home lucrative perks.

    "He'll be alright. His pension is decent," Ruto said.

    Which benefits will Muturi enjoy?

    Speaker's pension

    Muturi held the position of speaker of the National Assembly for two terms during the Jubilee regime in power.

    According to the Retirement Benefits Act, 2015, a retired speaker is entitled to a pension and other lifetime benefits.

    Muturi's pension for the position is equal to 80% of his final monthly income during his tenure.

    He will also receive a lump sum payout equal to one year's salary for each term he served, which in his case was two terms (10 years).

  • Other perks for retired speaker

    Beyond the financial perks, Muturi will have access to one saloon car (with an engine capacity of no more than 2000cc) and one four-wheel drive car (with an engine capacity of no more than 3000cc), which are replaced every four years.

    He will also be entitled to a fuel allowance equal to 15% of the present speaker's monthly salary.

    Additional perks include full medical coverage for him and his spouse, which includes coverage for domestic and international medical care from a valid insurance provider.

    His dependent children will receive health insurance if they are below 18 or up to 25 years of age if they are still enrolled full-time in school.

    Muturi's support staff will be paid by the state. These include drivers, a personal assistant, a secretary and other employees.

    Upon request, he will be provided with two armed security guards. He will also be issued diplomatic passports for himself and his wife.

    Attorney general's and CS perks

    Muturi was named attorney general in the Kenya Kwanza administration when his term as speaker expired.

    He served in that capacity for 21 months before Ruto fired his entire Cabinet in response to last year's Gen-Z protests.

    According to Brown Kutswa, director of communication for the Public Service Commission, the advantages for Cabinet members vary.

    "Muturi was one among state officers. According to the Constitution, he will thus be entitled to a gratuity for the time he served. Since that is his entitlement, the procedure is fairly simple," Kutswa told The Standard.

    Muturi will earn KSh 3.5 million in gratuity after tax for the period he served in the executive.

    Alfred Makotsi, a governance and policy expert, said the government's obligation to pay out such hefty exit packages — even for short tenures — raises concerns about sustainability.

    "While it's important to honour constitutional entitlements, we must rethink the structure of retirement benefits for public officers to ensure they align with performance and accountability, not just tenure," Alfred told.

    What Muturi said after sacking

    In response to Ruto's recent allegations that he absconded duty, Muturi dismissed the remarks.

    He maintained that he was dismissed due to his strong opposition to extrajudicial executions and incidences of kidnappings.

    The ex-CS gave details of the private letters he sent to Ruto asking that the issue of abductions be discussed in Cabinet meetings.
